Effective today, March 20, 2025 (per MN statute 383.71) all Commercial Driver’s License (CDL) & Commercial Learner’s Permit (CLP) applications—including new, renewal, duplicate, and upgrades—must include additional documents.

You may also need to provide Domicile/legal presence documents which can include:
US Birth Certificate/US Territory Birth Certificate, US Passport Book/Card, Form I-551 (Machine Readable Immigrant Visa for Permanent Resident Only), Certificate of Naturalization (N-550, N-570, or N-578), Temporary I-551 Stamp (on passport or I-94), Certificate of Citizenship (N-560, N-561, or N-654), Report or Certificate of Birth Abroad (FS-545, DS-1350, FS-240) or I-551 Permanent Resident Card
